It is quite recommended to establish VPN connection using Static IP address The only way to deploy Dynamic IPs on VPN deployments is if you have DNS entries (name to IP) existing in the global DNS realm.

I think he was referring to the fact that the "NEW" WRVS4400N is not capable of using Dynamic DNS (or FQDN) as the Remote Security Gateway Type. I think all the other Linksys VPN boxes can use FQDN as the endpoint, but not the brand new "all the bells and whistles" WRVS4400N.
For L2TP VPN connection, we only can select 1 interface for VPN connection. It is unable to select multi interface.I would suggest set up VPN connection on dynamic IP and create DDNS for this dynamic IP address. L2TP client connect this interface via DDNS for fast VPN access
